Here is the closing evidence that capture is a solvable design problem rather than a law of nature: it has already been solved, at national scale, more than once. Positional rent has been engineered toward zero by deliberate policy — free public payment rails, mandated zero merchant fees, abolished surcharges, pooled cross-border settlement, and a banned chokepoint. These are not utopias. They are choices, already made.

If capture were a necessity, none of these could exist. They do — which means the toll at the chokepoint is an infrastructure gap someone can close, not a fact of economic gravity. What states did for payment rails, sovereign individuals and communities can do for their own records and their own intelligence — one receipt at a time.
