There's a word for fake federation: coordination. A coordinator — even a 'rotating' one — eventually becomes the authority everyone answers to. Real federation is resonance: independent nodes that share the same core rulebook commitments produce receipts that naturally line up. The alignment isn't directed; it just happens.

Every federation that ships as coordination eventually centralizes — the coordinator quietly accrues power and the 'sovereign' nodes become its tenants. Resonance is the structural defense: there's no coordinator role for anyone to capture.
